Latvia IS in European Union so far.

I am not sure what is meant by "Sechingan visa", what is that, but if you can travel with it amongst Europe, you can enter Latvia as well.

How about the rest of the baltic countries: estonia and lithuania? Are they members of the european union?

Estonia, Latvia and Lithuania - i.e. all Baltic States - are members of European Union.
