I visited Riga in August just during that city Independence celebrations. Old Riga district is fancy and nice but I want to go somewhere else in the city next time. What are the recommendations in terms of good hotel and other attractions for sightseeing and culture taste

I think Christmas is not the time for festivals, festivals also mean some huge work for somebody! But Riga appears really beautiful these days! You dont't have to think a lot if you should come or not... I'm sure there will be lots of fun in the center of the city! It becomes beautiful for the all second half of December. As I've heard that three days prior to the New Year there will be lots of horses...

Yes you can find Russian school, because ~45% Latvian population is Russian, and I live in small hood and there is 5 russian schools.
