I have visited Lithuania 3 times, and I could answer - YES, there is a difference, because there is a big difference in politics of Latvia and Lithuania. Lithuanian girls, as I tend to think, are more "progressive", they have a more defined purpose of relationship, they are not so *cheap* as Latvian girls in some aspects. Also, they would be not really interested in relationships with foreigners, because they live in a much *better* organized country than Latvia, and there in Lithuania, the percent of Russians is only about 10-15, comparing to 40-50 in Latvia. That also affects the vision of girls.
I don't understand how smoking laws are involved in your question? Smoking laws are strict anywhere in European Union now. In Latvia, you can't smoke in bars and restaurants, with only very minor exclusions, in Lithuania it's the same.
In Baltic countries, I think, most of women have other type of nose. You will discover lots of long noses, but without the "pointy turned-up" element

I think for those noses you may better try Russia or any other Slavic country, I would say it's a "Slavic" element.
