Why is it that in Latvia one must drive with their headlights on in car, even in daytime???
Can people not see cars in daytime? haha

I wouldn't say it's funny dude!
There is nothing to laugh on.
Truly MOST of people are not able to recognize the moving object, if they are moving too fast.
But if the lights are on, only a person having difficulties in vision, can not see it. Mostly it excludes the fact of it, because such people will not get a driving license anyway.
Also, headlights help people to recognize dimensions of the car.

As I know, it is compulsory to use dipped headlights at all times when driving during the day in whole Europe. Not sure about UK though. But it's definite in Germany, Netherlands, Belgium were I was been too often to take it seriously.

Bro
Well thank you for your view on the subject and letting me know it is wide spread practice in Europe. I think that people who have difficulties with vision, would have trouble seeing a car with or without headlights on. In UK and Ireland lights only have to be turned on as sun is setting, or in bad weather conditions. Much the same is true on USA. I just find it strange that on a very sunny day people have to have headlights on. But I understand the reasons you give.

You're a bit wrong, it's not just for people having difficulties with vision. Even people having a normal vision, in that aspect are more trained to switch on the headlights ALWAYS. When you are doing something ALWAYS, it becomes into a habit and you are protecting yourself in this aspect, too.

I agree - its now a regular practice to always turn on the headlights, when I see the car without the turned lights on , for me it seems there is a rude driver on wheels!
