There is nothing to laugh on.
Truly MOST of people are not able to recognize the moving object, if they are moving too fast.
But if the lights are on, only a person having difficulties in vision, can not see it. Mostly it excludes the fact of it, because such people will not get a driving license anyway.
Also, headlights help people to recognize dimensions of the car.
As I know, it is
compulsory to use dipped headlights at all times when driving during the day
in whole Europe. Not sure about UK though. But it's definite in Germany, Netherlands, Belgium were I was been too often to take it seriously.
