May be. But in Latvia, there's another sociological situation. Latvians consider they were occupied by USSR army and people since the WWII, so they
were under the foreign pressure for about 45 years. And that was about just regular white people, Caucasians, mostly Russians, which look very similar to Latvian and affected Latvian culture, social life and infrastructure these years a lot.
Now when other races people (black/asians) start to come to Latvia (slowly but surely), this produces mostly a negative reaction. Consider that Latvia is under the regulation of pure Latvians only for about 25 recent years. It doesn't mean a lot that Latvia is part of EU or NATO. For 25 years, only ONE new generation has grown, and most of this generation already migrated from Latvia forever. Those who left are "genetically coded" to hate foreigners.
And the older people who's stayed could not change their perception of things for 25 years.
They are too old for that.
Sad but true - following the last news, I could consider most of foreigners do not consider Latvia as a loyal country to them; obviously including you. That's a fact.
My personal opinion, actually, is that Latvia is very poor country and it's poor exactly because people do not trust to each other. There's no trust in this land.
Education level is also relatively low. SO I'm not sure why did you choose RTU... it truly depends on why do you need this all. RTU is more up to technical specialties, I'm note sure what kind of specialty would you like to study?
