I'm afraid any Latvian girl in the age range of 18-25 will take you to the same mood. Young Latvian girls come with abnormally law education and they appear like the first chicks of the truly Latvian state freedom. Mostly, all clever and educated girls do not stay in Latvia for a long time and choose foreign countries for their lucky life. What you may find in Latvia these days, are not those girls living here 5-10 years ago.

I'm not sure... you will definitely need a translator from Latvian to any of those languages. All official documentation, papers, written communication with institutions should be performed in Latvian only. Latvia is very limited country for "intruders". May be it would be possible to run business without knowing Latvian, but then you must have strong relationships with the other businessmen helping/advicing you and which work on this market for a long time. I think, the current market is split by influential big companies, and a guest person just writing on forums and replaying phantasies, has no place in this area.

Then you may take a look at Russia, because it has much more possibilities than Latvia, and it has Russian as the official language, comparing to Latvia where the only official language is Latvian.
