I'm not sure about the benefits, really. Die-hard professionals always prefer to swap Latvia for other countries, and they are doing it for about 25 already. You will get kind of paper which will inform your employers about kind of studies you've visited, but in the eyes of employers, such papers wouldn't mean a lot, because
experience in a certain area is much more important.

What kind of suggestions could I give? It's your choice of life. Keep in mind there's about 15% of the official and 20% of the non-official unemployment level in Latvia. Not sure if you would get lots of chances for a good well-paid job, if you don't know Latvian or Russian languages well. Forget about for an average level of English - not a lot of people speak it here.
Shaik: my above reply also mostly covers your questions. Without knowing Latvian and Russian languages, you will not apply for a well-paid job in public services. May be working for some offshore companies, but they are not a lot. I'm not sure what the "office admin" is about, but the job board are fulfilled with such offers, and noone wants to work fulltime for about 500 EUR/month on hands - but that's possibly the maximum you will be offered.
