I suppose, mostly everyone who speaks good English, changed Latvia for UK or Ireland time ago. You will rather not meet a lot of people speaking English here, may be some younger people, but all middle-aged and older-age (which are the biggest part of the crowd) mostly speak Latvian and Russian only.
Regarding your "English", be prepared that only Facebook-generation will understand you.

This all is answered on previous pages of this topic. If you don't know Latvian, you have no opportunities for a serious well-paid job. I've met some guys in Pakistan Kebab who only speak English and partially Russian. The "Kebab"-jobs is the only thing you could hope for, but I believe, even those places are taken already.

If you read our forums, you will find answers to almost all of your questions. We already answered them time ago. Nothing actually changed by this time in Latvia. Still poor life, still a lot of immigration flows, still growing prices on everything, still not loving foreigners.

Any one have idea how much we can earn if we are working 20 hours per week bcoz on internet people are saying u can only earn 400 euro.
Noone will hire you for 20 hours per week. If you want to receive some minimum (the official minimum in Latvia is 480 EUR), be prepared to work 40 hours per week at least. For 20 hours per week you won't even earn 200 EUR with zero Latvian knowledge, with no citizenship... unbelievable.
But of course you could become a drug-dealer ;) then you'll earn more.
As about the room, with no speaking abilities and looking like a foreigner, you have almost zero chances to rent something which we call "suitable for living". You may look on FB boards and search among your colleagues, may be they would give you more advice. If you're going to study, then most likely the university will supply you a living room, but it won't be free of course.
