What kind of jobs do you expect as a student, actually? In Riga, there are lots of jobs, but mostly of them are not well paid, 'cause they are not qualified. You may took at Maxima shops, just recently I visited one of them and notice they invite sellers, cashiers and ready to pay them starting from EUR 2,65 (before taxes); so with about 35% tax it would be around 1,70 - 2,00 EUR per hour rate, this is what you could count as a foreign student, I suppose.

AND you must know Latvian language for almost any area you start it.

You may check some related topics on our forums on this subject:

Would be easy to get a job after studying in Latvia? (on the second page, there is information on Latvian language graduation system)

permanent resident in Latvia

Do you mean "citizenship" with it?

If so, I doubt you could get it easily. You need to spend some time here or prove your relatives were living here earlier; also you will need to spend hard-time exams on the Latvian language, history and culture...

Mostly, I am sure you will never get government jobs if you come from another country. Government jobs here are mostly for root Latvians. Even the cleaning work is supposed to the root citizens knowing the Latvian language, only.

So You could only hope for private jobs, and like I mentioned in the other threads, you almost surely will be shagged and digged out in all aspects in the private business, considered like a "nigga".

Like any other language, Latvian could be well learned only if you live in the area of it, if all surrounds you - TV news, newspapers, books, city information... it's like any other Language, inheriting mostly from both Eastern and Western traditions, so it more depends on your native language on how easy it would be to learn for you.

I am not sure about foreign jobs. Whatever I know definitely, is that in the past 20 years the level of Latvian education significantly lowered. Students were mostly concentrated on learning Latvian Language and its terms in opposite to real learning. The ex-Latvian minister of Education, Robert Kisis, has been tried to apply some reforms to that system, but it appeared to be really stoned, and so he was fired instead of the whole system.

The current model of Latvian education is thoroughly corrupted, I think. You may get some "paper" on exit, but I doubt it will be truly rated overseas. This is just my opinion. I've graduated time ago and invested a lot in my self-education other than relying on that system, and only self-education and my own interest brought some results.

Whatever I know about foreign and local students in Riga, is that they appear to be different confrontational camps. Locals are not friendly to foreigns, and otherwise. Only a few people from big course could be opened to the opposite camp or at least neutral. It is be logical, 'cause both sides compete to each other, so why then they should be friends, ha-ha.

To be honest, Foreign student life sucks. Don't even come to a university outside Riga. for one hour you can earn maximum EUR 2.50, if you are lucky enough to get a job. the fantasy depicts in internet sources, agents is nothing but fantasy..fake!
If your family doesn't support enough, and planning to go on with part time jobs my Asian international friends Latvia is the worst option.

You would need to check this topic in more details to answer your question.

Answering in short:

- it's possible to get part-time jobs

- more difficult if you don't graduate the Latvian language (in this case, you would only get some truly "dirty" and cash-related jobs with no taxes - and this mostly appeals to Riga only, not other Latvian cities)

- salaries will be truly low. Don't expect more than 2-3 EUR/hour for non-qualified job for a foreigner.
