You can not restrict by imposing and making law . Sex is a natural process. If you go in past Mongolian tribes robbed and rapped millions of people and killed innocently. And you see these guys are not like that. They come legally and do what they want legally.

It is a huge country and definitely " unity in diversity " Government of India is making a very tough law to rapist and even some of earlier rapists got capital punishment . People say Delhi is not safe for women. In India women always be soft target of any crime and rap is also being noticed and registered now due to media and awareness earlier such incidences got unnoticed and buried due to social reason.

Recent unfortunate rape took place in Delhi which brought the attention of whole world thanks to the people who supported the march against such crime and even government of India forced to change amendments and introducing new law against such crime. You see changes in coming months and soon India will be a safer place to visit by women even i am sure it is safer once follow some small rules while travelling in India.

Travelling to India my be expensive but living in India is not much expensive. Its very less expensive country in world. And require whole year to see India since its huge country covering every thing, Himalayas, Desert, Plateau , Beaches, different cultures, languages, huge crowd and so on but its very hard to get involve with women easily . Like talking about taking girls from China and Latvia. Its not possible to do so in India. Women are much more reserve and rarely go out side and marry. There are different caste systems and cultural bondage in India . Even love marriages are very hard to find in different communities. If a person from different caste he does not marry to different caste other wise society will discard them and even cases of murder also .

You are right India has never been actually colonized in my view there were many cultures submerged into Indian culture and forming a part of her if you see one of the ancient civilization of the world of more than 5000 years and if we see rape and other unsocial aspect in our culture is very dangerous thing but I am sure we will cope up with such challenges and come out with better picture.

I should be more concern about female of India as i have closely watched them. And

Here I would like to mention Ramayana story a character called Sita who was the wife of Rama,
kidnapped by Ravana a demon king who lived in Sri Lanka and brought Sita over there and wanted to marry with her but Sita was so much loved with Rama and her powers of being wife and she had blessed with protection no man can touch her without her wish so Ravana always used to made offer her to marry with him and became queen of that kingdom and by false he showed that Rama was killed by him but she did not accept his offer and always thought of Rama her husband. And one day Rama cross the ocean along with monkey forces and defeated Ravana and taken his wife back.
Sita was truly pure woman and true wife but after over of war she had to proof her "sativarta" her purity she had being asked to do so , so she put herself into the pare of fire but fire did not harm her and even touch her hence proved of her purity.
How much a woman has to face such problem in India and female being act like Sita and also bring such qualities in her.
One should read Ramayana to understand more about India .

I know I could read it in Wiki, but insider's knowledge is always making more sense...

One of my favorite books is by mr. Michael Newton and is called "The Journey of Souls". You know, the level system of souls he describes, is very similar to castes system of India (may be in the human world it's just too simplified). And knowing India has a very religious platform, no wonder these things would be tied up some way...
